Nature & Scope:
Under the supervision of the Director of Operations and Projects (DOP), the Project Manager-Civil Engineer has the following main missions: : • Carry out preliminary studies of projects financed or guaranteed by the Fund, analyse the relative impact on the environment, the economy, and the stakeholders; and provide a synthesis of resulting consequences to assist in the efficient decision making by the hierarchy. • Monitor the progress of projects through field visits, documentary reviews and prepare relevant reports that will be submitted to the hierarchy periodically as an update on the engagement execution progress • Review the periodic reports of assigned projects to ensure proper and timely implementation of the engagements. • Review requests for restructuring and exemptions from partners,if any, and advise the hierarchy on the financial implications • Coordinate the preparation and presentation of projects to decision-making bodies • Put in place tools for constant regulatory monitoring that comply with the applicable standards and regulations • Leverage the use of information systems to maximise efficiency of the project execution and carry out field studies, technical surveys and inspections.
Responsibilities and Tasks:
• Receive and analyse requests for intervention directedto the African Solidarity Fund by the governments of Member Countries, Banks,Management and Financial Intermediary Companies and ensure compliance of the projects to the Fund’s guidelines • Carry out the evaluation (technical, economic, legal and financial) of projects and operations, prepare reports and make recommendations to the decision-making bodies • Contribute to the regular monitoring of projects and operations, on the economic, legal, financial and technical level, directly and/or in conjunction with lenders, promoters, etc. • Elaborate financial forecasts and follow the execution of the Fund’s engagements from a perspective of minimising risks. • Participate in the promotion of the Fund in the Member States and foster partnerships with any natural or legal person in the view of the operational development of the Fund • Elaborate Technical Notes on specific topics at the request of General Management Carry out any other tasks assigned by the hierarchy in line with the job profile Required Qualifications and Areas of Competence:
The preferred candidate must have the following qualifications: • Hold an engineering degree (minimum Master’s degree) in civil engineering or in a related field of specialization Hold a degree in Economics, Finance, Banking, attesting to expertise in project analysis (training such as ITB, CESAG, CEFEB, COFEB or equivalent)
Skills required for the position:
In addition to the required qualifications and areas of expertise indicated above, the candidate must: • Be a national of one of the sixteen (16) Member States of the African Solidarity Fund: Benin, Burkina Faso, Burundi, Central African Republic, Chad, Côte d'Ivoire, Gabon, Guinea Bissau, Guinea Conakry, Mali, Mauritius, Mauritania, Niger, Rwanda, Senegal or Togo • Demonstrate a minimum of seven (7) years of proven experience as an engineer in civil engineering, and in the financial fields and/or the analysis of projects and operations, in a bank, a renowned firm and/or an international financial organization • Have a perfect mastery of technical software used in the field • Have a perfect command of activity planning • Be able to build and lead a team of professionals, and make effective use of the talents and expertise of its members • Be able to read and interpret operating procedures, instructions, directives, notes and any technical documents • Have a good command of public procurement the field of construction: technical project files, tender files, analysis of tenders, contract award process, drafting of contracts, monitoring of execution and control of markets, etc. • Have the ability to integrate multidisciplinary work teams in a multicultural environment • Have very good practical experience of managing contracts relating to international operations and public procurement • Have a good knowledge of the financial markets • Have a perfect command of computer tools and dedicated software • Have a good ability to work in a team and in a multicultural environment • Be courteous, discreet and possess good moral character • Be perfectly bilingual (English and French) both written and spoken, proficiency in any other working language of the African Union being an asset • Have a good ability to listen, communicate, work under pressure, and be rigorous and autonomous • Have good analytical and writing skills, and good interpersonal skills • Have a good knowledge of banking and financial businesses, products and services • Be proactive, rigorous, precise and is passionate about numbers • Have the spirit of analysis and synthesis
