Our client, a Pan-Africa DFI is seeking an exceptional Senior Manager, Development to originate, negotiate, develop, close, and manage transport infrastructure projects across the continent. The platform develops, finances, and operates road and bridge assets, supporting public stakeholders by mobilizing private capital, improving service quality, and unlocking value through asset recycling. A key focus includes accelerating the deployment of toll roads and joint border posts by structuring bankable projects and building a robust pipeline. The Senior Manager, Development will provide technical leadership across internal teams and external partners to ensure successful, timely advancement to bankability. This role reports to the Head of Development.
Responsibilities:
- Build and manage a high‑quality pipeline across priority markets; proactively scan trends and opportunities.
- Lead end‑to‑end deal execution—from screening and feasibility to bankability, financial close, and handover.
- Structure complex PPP/concession transactions; define bankability levers, risk allocation, and commercial terms.
- Lead negotiations with sponsors, lenders/DFIs, advisors, and public authorities to align interests and secure approvals.
- Set investment discipline and quality control across diligence, valuation, and documentation workstreams.
- Prepare and present investment materials and recommendations to investment committees and senior leadership.
- Direct full‑scope due diligence (technical, financial, legal, ESG) and manage mitigation plans and conditions precedent.
- Build and steward strategic relationships with operators, contractors, multilaterals, and government stakeholders.
- Lead and mentor project teams; develop junior talent and drive execution excellence and accountability.
- Coordinate advisors and internal functions to deliver milestones on time, within scope, and to required standards.
- Maintain sector intelligence on transport, PPPs, and financing innovations; apply insights to pipeline and structuring.
- Represent the organization externally to enhance market presence, originate partnerships, and unlock new projects.
Requirements:
- Master’s degree in Finance, Economics, Engineering, Infrastructure, Public Policy, Strategic Management, or related field.
- Experience in transport project development/investment/project finance within a concessionaire, international bank, DFI, PPP advisory, or infrastructure private equity.
- Proven record of originating, structuring, and closing complex infrastructure deals to bankability and financial close.
- Deep knowledge of PPP/project finance and key contracts (concession, EPC, O&M); strong commercial negotiation skills.
- Strong stakeholder engagement and relationship management with sponsors, lenders/DFIs, multilaterals, and government.
- Excellent communication in English and French; clear, concise writing and presentation.
- Proficient in financial model review and IC‑grade materials; strong analytical and decision‑making skills.
- Experienced team lead and mentor with a track record of developing junior staff.
- Business development strength: market mapping, origination, partner outreach, proposals/term sheets.
- Understanding of due diligence, compliance, and reporting requirements across diverse counterparties.
- High integrity, positive attitude, strong work ethic, and self‑starter mindset; willingness to travel across Africa and a strong connection to the continent.
