Finance Director

An employer of choice, this  non-for-profit organisation recognised for quality service excellence is looking for a Finance Director to support and drive positive change together with the leadership team (LT) in the evolving Community Care landscape.

You will be responsible for the fiscal health of the business, overseeing the financial operations and financial planning of the company, and setting up financial infrastructure, systems, and processes to support the immediate and long-term sustainability and growth of the organisation. Lead and execute finance and accounting functions including planning, analysis, budgeting, management reporting, new business development and compliance, ensuring alignment with organisation's strategic plans and priorities.

Reporting to the Chief Executive Officer (CEO), your tasks and responsibilites will also include, but not limited to, the following:

1. Strategic Finance

• Lead the strategic planning process for the organisation.
• Serve as the business partner to the CEO and LT on formulating business strategy and model and driving business changes.
• Provide high-quality and effective strategic and business decision support to LT to accelerate growth and the development of new lines of services.
• Advise LT on sustainability planning, funding, and partnerships and in resolving strategic business issues.

2. Annual Operating Planning

• Lead the annual operating planning processes; clearly communicate process, and requirements to identify strategic and tactical issues and opportunities, and result in plans that are comprehensive, clear, and aligned with organisation’s strategic direction and goals.
• Track Actual Expenses vs. Plan and take appropriate actions to achieve financial budget/goals.
• Lead, develop, and oversee metrics in measuring business service performance for meeting strategic plan priorities and goals.

3. Financial Planning and Analysis

• Oversee short and long-term budgetary planning and cost management activities in alignment with organisation's strategic plan.
• Anticipate financial needs of different services and proactively develop solutions to support management decisions.
• Provide financial information, comprehensive analysis and insights into business performance and recommend solutions and influence decisions. Highlight key business risks and opportunities as well as potential mitigations or plans to exploit them. 
• Pricing action: conduct competitive analysis and internal financial assessment and take timely and appropriate pricing actions with full analysis and rationale. 

4. Organisational Development  

• Build a strong finance team; attract and retain high-calibre finance talent to support long-term growth; build talent pipeline and develop successor.
• Focus on team’s development; provide coaching and guide staff’s career development.  
• Plan, develop and mentor team members to grow to their fullest potential. Enhance team’s capabilities and effectiveness through professional certification, developing financial analysis and decision support skills, rotational programs, and involvement in cross-functional projects.
• Communicate organisation’s and department’s strategies, plans and goals to team and develop implementation plan.

5. Business Development

• Provide strategic guidance and work with CEO and LT to identify and assess new business opportunities and partnerships.
• Provide leadership and support in the areas of financial evaluation and due diligence activities and advise known and potential barriers/risks to the organisation.
• Develop financial models, assess market potential, and evaluate financial returns and analysis including the development of business service pricing/rates.
• Lead, develop, and oversee internal pricing/budgeting tools for new business development.

6. Accounting Operations

• Provide strong leadership and guidance to accounting team to ensure all financial and accounting processes comply with organisational policies as well as statutory requirements.
• Oversee month-end closing process and ensure timely closing and accurate financial reports.
• Develop and implement accounting policies, procedures, and internal controls to support business processes and decisions.

7. Financial Processes, Controls and Process Improvement

• Develop and maintain finance and accounting systems and processes  to enable the effective and efficient processing of information and provide for the safeguarding of organisational assets.
• Lead, develop, and oversee internal control policies and procedures to ensure effectiveness of controls for operations and delivery of business services.
• Drive process standardization and improvements for all financial processes across CBS, RBD and HBS to increase efficiency, productivity, and financial controls.
• Inculcate mindset of continuous quality improvement; perform root cause analysis and make recommendations to eliminate non-essential work, increase productivity and effectiveness.
• Monitor and ensure compliance with internal financial processes and policies and government regulations.

8. Cash and Assets Management  

• Operational cash management:
  • Manage and track cash flow, including funds going in and out, government subvention, grants, investments and AR and AP.
  • Ensure optimal cash flow to provide for smooth running of business operations while maintaining a minimum idle cash balance.
  • Manage cash flow forecasting and drives treasury-related activities in partnership with Finance, Investment and Procurement Committee (FIP) of the organisation

• Provide leadership in the development of credit and collection policies, procedures, and processes for effective AR management.
• Develop audit and inventory control policies and procedures covering physical stock-take,  warehousing and inventory management, to safeguard organisation’s assets.
• Maintain asset register to keep track and safeguard organisation assets.
• Ensure proper maintenance of stock of consumables to provide for reserves of expired stock and write-off.
• Provide leadership and guidance on taxation, ensuring tax compliance.

9. Financial Closing and Management Reporting

• Perform all required activities to ensure timely month-end and annual financial closing and preparation of financial reports and metrics.
• Employ continuous improvement principles to evaluate closing and reporting process to increase efficiency and reduce work.

10. Engaging organisational board of directors

• The Director of Finance will have substantial interaction with the Board, Finance, Investment and Procurement Committee and Audit Risk and Governance Committee on issues, trends, audit and other fiscal and/or operational matters.
• Work closely with the Treasurer of the Board to develop and present timely and relevant financial information to the Board.

Education and Experience

• Bachelor of Accounting/Business in Finance;  MBA or Master in Finance-related field is a plus;
• Qualified CPA or CMA;
• Minimum 20 years of progressive experience in finance, accounting, and business development, with 10 years in a mid to senior leadership role;
• Experience in a public accounting firm is a plus;
• Business development experience in healthcare sector is a plus;
• Experience in implementing IT financial systems; successful change management in using IT solutions for data-driven and informed decision-making.
