Job Summary/Responsibility:
Co-ordinate tasks and activities associated with general maintenance and repair of the Bulk Water and or Bulk networks;
Assessing the acceptability of procedures, systems and controls associated with vehicle, plant, equipment and material availability and utilisation
Inspecting all Bulk Network maintenance requirements and reports defects/ structural failures
Plans and prioritises predictive maintenance programs and projects. Respond to urgent or unscheduled work requests
Comply to safety procedures and guidelines (Occupational Health and Safety Act, 85 of 1993).
Routine inspection of manholes, storm water and water pipes and or storm water channels linked to the Bulk Works.
Adhere to Supply Chain Management procedures.
Coordinate and attends to procedural administrative requirements, record keeping and reporting deadlines associated with the functionality
Monitor, evaluate and maintain water quality ensuring the sustainable supply of safe drinking water Keeping abreast of developments, emerging trends and latest technologies in the profession
Participate in operational discussions and meetings
Execute tasks as described : work plan aligned with the Operating and Maintenance Manual.

Water plant /Wastewater
The post is required to adjust the purification processes when test results indicate that the quality does not comply with the prescribed standards.
The post is authorized to take action and enforce regulations when non conformity or breach of OSHACT (Occupational Health & Safety Act, 85 of 1993) and guidelines controlling the facility and machinery or safe work practices is concerned.
The post is required to ensure that the treatment plant is operating for such period as to keep up with the demand and water quality requirements. This post is required to ensure optimal chemical and electricity usage.
This position is responsible to ensure that maintenance activities are reported and monitored.
ORGANISATIONAL:
Authorisation of subordinate leave and timesheets (within the prescribed guidelines).
This position is required to manage and oversee general activities of all subordinate levels, subcontractors and suppliers.
DUTIES AND RESPONSIBILIRIES
1. Housekeeping and General tasks ( Physical activities)
1.1 Maintaining, cleaning buildings and equipment with cleaning materials. (e.g. walkways, floors, windows, bathrooms, kitchens, dewatering and chemical make-up)
1.2 Inspect and cleaning of inlet manholes with hand tools. (e.g. removal of blockages, debris, plastics, rags, solids)
1.3 Inspect and cleaning of screens and or channels with hand tools.
(e.g. flocculation and sludge channels. Removal of blockages, sludge, blockages, debris, plastics, rags, solids)
1.4 Transfer and handling of grass, cuttings, grit, debris and waste materials.(e.g. from container, wheelie bin to skips)
1.5 Inspect and clean storm water drainage systems. (e.g. gutters, sludge channel. manholes, screen and pumps with hand tools, high pressure washer, brine outlets)
1.6 Inspect and clean channels, weirs, baffles and walls. Use high pressure hose, rake and broom. (e.g. sedimentation and settling channels. DAF and membrane systems)
1.7 Inspect and clean clarifiers tanks. Use high pressure hose, rake and broom. (e.g.sedimentation and settling tanks. DAF and membrane systems)
1.8 Assist with first line maintenance and report other maintenance requirements.(e.g. cleaning out of pumps, bulb replacement, window replacement, pipe fittings, seals)
1.9 Keep filters and strainers clean by hand or tools. (e.g. remove sediment/rags from equipment and filter surface. Report malfunctioning of equipment including backwashing of filter)
1.10 Washing and hosing down of areas, equipment and tools with hose and scrubber. (e.g. especially inlet work, dewatering and chemical make-up areas)
1.11 General terrain task with hand tools. (e.g. gardening, mowing the lawn, pruning trees, cutting reed beds, drying beds)
1.12 Chemical stacking and storage by hand. (e.g. assisting with offloading of chemical deliveries and stock keeping)
1.13 Chemical change-over and or make-up when required to top up according to procedure and instruction. (e.g. change-over of duty and reserve tanks,transfer of chemicals from storage,bag or polycan according/under instruction)
1.14 Dosing control adjustments according to procedure. (e.g. chlorination)
1.15 Maintain and driving company vehicle for company activities. (e.g. cleaning, washing, collection and sample deliveries)
1.16 Securing of that plant, equipment and materials to safeguard against theft and vandalism. (e.g. locking of building, access gates etc.)
2. Monitoring and Reporting tasks (Operational activities)
2.1 Monitor, maintain, record and upkeep of all plant and equipment registers. (e.g. flow meter readings, reservoir levels, chemical stock levels, pump hours, pump status handheld and analytical instrument readings)
2.2 Maintain and upkeep of plant logbooks. (e.g. inspecting equipment and record noisy and vibrating equipment on log sheets, deliveries, breakdowns, event, duties, actions, changes, comments, visitors, incident register)
2.3 Maintain and upkeep Vehicle logbook and forms. (e.g. inspection sheets, report and complete vehicle incidents and insurance claims, complete travel logs)
2.4 Report and or transfer of shift handover duties. Also attended or present site meetings as required. (e.g. shift handover log, morning meetings / toolbox talks, monthly PC meetings. Report back to control room)
2.5 Communicate on performance outcomes of subordinates, suppliers and subcontractor with supervisor and or managers. (e.g. daily record and discuss completed events, activities and tasks)
2.6 Record, monitor and Interpret SCADA and control trends. (e.g. telemetry, reservoir levels, level switches, pump status, control and actuated valves etc.)
2.7 Upkeep and safekeeping of documentation related to SHEQ and management (e.g. chemical consumption,delivery notes, COA, verification and test reports).
3. SHE Tasks (Safety, Health, Environmental Activities)
3.1 Maintain and safeguard PPE from damage and theft, example by using a locker.(e.g. take care, look after and cleaning of company PPE, report lost PPE)
3.2 Adhere to all SHE procedure in the company and legislation. (e.g. evac drills, visitor inductions, DSTI's, SOP, SWP, Perform adhoc observation, near misses and non-compliance forms)
3.3 Assist with incident investigation. (e.g. Witness testimony, explain whether procedures was followed, incl. Near miss forms)
3.4 Complete lock out and tag out for certified tasks. (e.g. chlorination area, confined space, working at height etc.)
3.5 Inspect tools, maintain tool register. (e.g. weekly or before use) 3.6 Report any hazard or spill that will affect safety of employees and community. Report to supervisor, superintendent or manager. (e.g. Inherent or event)
3.7 Report Incidents as per procedure. (e.g. theft, vehicles, injuries)
3.8 Report all First Aid, and record all incidents on register. (e.g. weekly or per event)
3.9 Maintain/upkeep of the first aid box. Update first-aid register. (e.g. weekly or per event).
4. Quality Task
4.1 Conduct bench scale and lab testing according to procedure and quality standards.(e.g. jar testing, SVI, pH, Conductivity, ORP, settability test, pH, aluminium, chlorine and sludge characteristics
4.2 Conduct and maintain all quality equipment and registers according latest editions of potable water SANS and or license condition and or general authorisations. (e.g. daily verification of handheld meters, reagent stock, chemical stock. Upkeep of monthly and weekly license registers)
4.3 Attend to resampling of failures or public complaints. (e.g. analyse the internal sample,submitting of sample to external lab, reporting to immediate supervisors)
4.4 Calculate chemical dosing, consumption rates, plant losses. Compare and evaluate results with plant operating philosophies. (e.g. report daily on register and plant logbook)
4.5 Verify chemical quality, quantity and inspection before use. (e.g. stock taking, initiate procurement, delivery and chemical make-up)
4.6 Execute or partake with audits, new test, and report plant status to supervisor and or management and or DWS. (e.g. Audits and trials runs).
5. Plant Controlling Tasks
5.1 Adjust plant HMI and PLC according to SOP & SWP. (e.g. chemical make-up, backwash, clarifier desludge, WAS/RAS, belt press)
5.2 Manage and adjust plant flow based on demand. (e.g. flow vs demand, recycle, dosing rate, WAS/RAS pumps)
5.3 Operate control centre as per procedure. (e.g. monitor telemetry, reservoir levels, pumps stations, boreholes and report on alarms / failures)
5.4 Make process decisions for optimal functioning of all unit processes and e5.5 Report / Record deviation with respect to performance indicators, plant targets and set points. (e.g. hourly in log book)
6. Maintenance Tasks
6.1 Report power failures, breakdowns and noise of equipment.(e.g. Eskom / Municipality)
6.2 Execute household first line Maintenance as instructed by Management. (e.g. household jobs such as tiling,smaller spare parts such as o rings/seals, lubricating equipment)
6.3 Arrange and manage subcontractors related maintenance activities. (e.g. scope of work,costing, requisition approval, check payment and project execution)
6.4 Report and monitor Job card & activity. (e.g. fault finding, maintain maintenance defect list)
6.5 Job supervision including all PC’s, sub-contractors and suppliers.
7. Plant and Process Optimisation tasks
7.1 Assist with regulatory and contractual audits in fulfilling of license agreements.(e.g. coastal discharge, general authorisation, borehole dips and operations, measuring borehole levels, flow meter verifications etc.)
7.2 Draft & review SWP/SOP on company templates. (e.g. partake in workshops and plant specific SWP/SOP)
7.3 Compile risk report and partake in Operational risk assessments. (e.g. WSP, W2RAP)
7.4 Evaluate and report on existing process optimisation opportunities. (e.g. chemical selection and efficiencies, risk management) Equipment.

8. Organisational and Administrative tasks
8.1 Manage, support and upkeep of PC Team dynamics. (e.g. performance, disciplinary actions, conflict)
8.2 Input on organisational planning tasks (e.g. resource requirements, O&M scheduling input @ quarterly plan or JC, shift roster)
8.3 Execute and upkeep of all site related organisational and administrative tasks (e.g. area MOM, info board, coordination, vehicle logbook, tool registers, asset registers, groceries)
8.4 Execute and manage all site related HR tasks. (e.g. distribution of payslips, company announcements, managing and approve of leave forms, managing of timesheets, managing training requirements and requests, partake in grievance and disciplinary related matters)
8.5 Execute and manage all site related financial tasks. (e.g. claims, petty cash, insurance, asset register, tool register)
8.6 Execute and follow-up of all site related procurement tasks. (e.g. scope of work, quotations,requisitions, request invoicing, check payments, delivery notes)

12. Required competence and/or qualification
12.1 Grade 12 plus maths and physical science
12.2 NQF 3 or NQF 4 Operator Certificate in Water and Waste Treatment
12.3 PC level 3 with 10 years’ experience or PC level 4 with 3 years’ experience at a class C works or higher treatment plant.
12.4 Registered at least as a Class 3 or 4 Process Controller with the Department of Water & Sanitation.
12.5 The incumbent must have a strong working knowledge of treatment technologies.
12.6 Must be able to read operational manuals and other resources to apply knowledge for the effect, efficient and sustainable management and operation for treatment plants.
