Senior Technical Project Manager

The Senior Technical Project Manager (TPM) will be responsible for leading and delivering SDD’s hybrid cloud transformation program, covering on-premise sovereign cloud, public cloud platforms, and shared digital infrastructure services.

This role is highly technical and requires hands-on understanding of cloud architectures, infrastructure platforms, networking, security, and service operations, combined with strong program and project management capabilities.
The TPM acts as the bridge between technical teams and executive stakeholders, ensuring that complex technical initiatives are delivered on time, within scope, and aligned with SDD’s long-term digital strategy.

Core Responsibilities

1. Cloud Program Leadership

• Lead large-scale programs to design, build, and operationalize:
  • Sovereign private cloud
  • Public cloud platforms (e.g., Azure, Oracle Cloud, others)
  • Hybrid and multi-cloud architectures
  • Shared infrastructure services (IaaS, PaaS, XaaS)
• Own end-to-end program delivery across multiple workstreams:
  • Cloud foundation
  • Networking & connectivity
  • Security & compliance
  • Platform services
  • DR & resilience
  • Operations & service readiness

2. Strong Technical Ownership (Key Requirement)

• Act as a technical leader, not only a coordinator.
• Understand and challenge architecture designs, technical assumptions, and implementation approaches.
• Review and validate:
  • Target cloud architectures
  • Network and security designs
  • Migration approaches
  • Capacity and performance models
  • DR and resiliency strategies
• Translate technical complexity into clear execution plans and executive-level insights.

3. Program & Project Management

• Develop and maintain:
  • Program charters and roadmaps
  • Detailed project plans and schedules
  • Dependency maps across teams and vendors
  • Risk, issue, and mitigation registers
• Manage scope, cost, timeline, and quality across multiple parallel projects.
• Ensure structured governance, approvals, and reporting.

4. Cross-Functional Technical Coordination

• Coordinate closely with:
  • Cloud & Infrastructure teams
  • Network & Security teams
  • DevOps & Platform teams
  • Service Management & Operations
  • Vendors, system integrators, and partners
• Ensure technical alignment across all teams and consistent design decisions.
• Drive resolution of technical blockers and inter-team dependencies.

5. Vendor & Partner Management

• Manage system integrators, cloud providers, and technology vendors.
• Validate vendor designs, delivery plans, and technical deliverables.
• Ensure vendors meet agreed milestones, quality standards, and SLAs.
• Support commercial discussions with technical inputs and risk assessment.

6. Migration & Service Enablement

• Lead planning and execution of:
  • Workload and service migrations to cloud platforms
  • Hybrid connectivity and security enablement
  • Platform readiness for entity onboarding
• Ensure migrations are aligned with:
  • Security requirements
  • Performance expectations
  • Service continuity and minimal disruption

7. Governance, Risk & Compliance

• Ensure all program activities comply with:
  • SDD governance frameworks
  • Government security and data residency requirements
  • Enterprise architecture standards
• Identify and mitigate technical, operational, and delivery risks.
• Ensure documentation and approvals are maintained for audit and governance.

8. Documentation & Executive Reporting

• Produce high-quality documentation:
  • Program roadmaps
  • Architecture alignment documents
  • Technical decision records
  • Implementation plans
  • Risk and dependency logs
• Prepare executive dashboards and regular status reports for senior leadership.
• Communicate complex technical progress clearly to non-technical stakeholders.

Required Experience

• 10–15 years total experience in IT, with:
  • Strong hands-on technical background in infrastructure, cloud, or systems engineering
  • 5+ years in senior project/program management roles
• Proven experience managing large multi-cloud or hybrid infrastructure programs.
• Strong technical experience in areas such as:
  • Cloud platforms (Azure, Oracle Cloud, VMware, etc.)
  • Networking & connectivity (WAN, SD-WAN, cloud networking)
  • Security architectures & compliance
  • Virtualization, containers, and platform services
  • DR, backup, and resilience
• Experience working in enterprise or government environments is highly preferred.

• PMP / PgMP / PRINCE2 Practitioner

• Enterprise architecture or security certifications (advantage)

Reporting Line

• Reports to: CTO / Deputy CTO
